The two have known eachother since they were very young, being childhood friends until a missunderstanding on Katsuki's end caused him to develop a one-sided hatred for him, now seeing every nice thing he does as condesending or sarcastic. However, when he gets kidnapped, Izuku is the one to save him and it makes him finally start questioning his opinion of him. When he's stuggling with his mental health to point of a complete breakdown, it's Izuku he asks for help and this is when Izuku finds out about the missunderstasnding. They hash things out and become best friends, spending a lot of time with eachother (sometimes also with Shoto), have lunch together and hang out together outside of school frequently, even going on holiday with eachother on occasion. When Deku is struggling with his mental health, its Katsuki that helps him and in the war afterwards, he kills himself twice for him and is the only one who's shown visiting him in the hospital afterwards. He saves up for 8 years to help him become a hero again and the manga ends with a scene of them holding hands and smiling as adults.

The two don't get on with each other initially but start to bond over their shared interests in gaming, often playing League of Legends together. Though spending time with him, Shuichi begins to respect Tomura and is the only one who shows concern for him and cheers him on, later on being the only one who can tell Tomura and AFO apart. The two are also shown being close together, like Tomura not reacting to Shuichi biting his hair in the MLA Arc or Tomura asking Shuichi to carry him in the War arc.
During the MLA Arc, Shuichi goes with Machia to look for Tomura and after finding him passed out, tries to frantically wake him up as he carries him away from the fighting. After a while, Shuichi starts calling his name and he finally wakes up, before telling Machia the same order Shuichi gave him earlier.
Shuichi begins to get suspicious of Tomura and AFO's relationship and believes that AFO is mistreating him, which is confirmed to him in the UA Traitor Arc. When he hears screaming coming from Tomura's room, Shuichi goes to check on him, only to see a monstrous mutated body emerging from the shadows, which then transforms back into a passed out Tomura. AFO notices Shuichi's there and tells him not to worry as his recovery is progressing smoothly and it'll stop hurting him soon. Shuichi asks if he's 'Still Tomura', which AFO claims he is. Skeptic later speaks to Shuichi about the large amount of heteromorphs that look up to him. Shuichi tries to say that he's not trying to serve some great cause, but Skeptic says that the common rioters in the street are awaiting his lead and hands him a communication device. Shuichi tells Tomura about this and how he's only here for his sake, to which Tomura encourages him to go through with it and he'll try to help him.
In the Final War Arc, Shuichi fights to free Kurogiri so he can help him get AFO out of Tomura's body and after being freed from AFO's control, Tomura tries to erupt Mt. Fuji to make the flattened horizon Shuichi fantasized about. Later, as Tomura is dying, he thinks about the LOV but mainly Suichi and, as his last words, Tomura asks Izuku to tell Shuichi, "Until the bitter end, Tomura Shigaraki fought for destruction." a line referencing a conversation that Shuichi had with him when he found out about what AFO was doing to him, saying "The Tomura Shigaraki I know would fight for destruction until the bitter end."

In the 2005 Christmas Special, Edd goes to an alternate universe where he doesn't exist. In that universe, Tord and Tom are best friends and shoot porn together. Outside of this however, Tord and Tom have a very one sided friendship in Classic.
In Behind the Scenes, when Tom talks about struggling with alcoholism, it shows that Tord attended the intervention with him to talk about rehab, which seeing as it shows Tord getting attacked by a drunk Tom later in the episode, means that he at least cares enough about him to overlook that and help him anyway. This is probably because Tord also suffers from addiction problems himself (hentai & tobacco). Next, Tord talks in his interview about how he always felt there was tension in the group due to him and Tom fighting a lot, where Tord says even though he and Tom don't always get along, he still considers him a good friend and thinks they're better off now, but Tom calls him an asshole, so the feeling probably isn't mutual. In Spares, Tom and Tord's clones are shown getting on quite well with eachother but in the episode afterwards (25ft Under the Seat) Tord moves out and Tom is thrilled. Tord says goodbye and calls them old friends, Tom claims he is not his friend and Tord rear-ends him with his car (the first time Tord is shown being aggressive towards Tom).
After this, in the Legacy season, Tord comes back and immedietly starts aggravating Tom, showing theres very high tention between the two. The last episode of Legacy ends with Tord trying to kill Tom, which Tom wins and half of Tord's body is severly injured. Tord's shown looking down at the 3 from the cliff with regret, meaning a lot of people see his attempt on Tom's life as impulsive and that he regretted it.
